Starbeck Swimming Pool has been formally designated as an Asset of Community Value (ACV), recognising its importance to the local area and safeguarding it against future development.
The decision was confirmed by North Yorkshire Council following a nomination submitted by Harrogate Town Council.
The designation acknowledges the facility’s contribution to the social wellbeing and interests of the community, and affirms that this role can continue.
ACV status does not prevent the site from being sold, but it introduces a process that gives community groups the opportunity to bid for the property if it comes onto the market.
This includes a defined period during which local organisations can prepare proposals, ensuring community involvement in any potential future changes.
Councillor Chrissie Holmes, Harrogate Town Councillor for the Starbeck Ward, said:
“We are pleased to see Starbeck Baths recognised as an Asset of Community Value. The feedback from residents clearly showed how important the facility is to people locally, both in terms of health and wellbeing and as a community space.
This designation helps to recognise that value and, whilst there is no immediate threat of closure, provides an additional level of reassurance about the future of the site.”
The application was supported by feedback gathered through a town council survey. According to the results, many residents use the facility regularly, with a number reporting weekly visits and long-term use spanning more than two decades.
Survey responses also highlighted the perceived value of the Baths, with 99% of participants identifying it as an important local facility. Respondents cited benefits including support for physical and mental wellbeing, opportunities for families and children, and the provision of an accessible and inclusive environment.
