Police are currently on the scene at the junction of York Place and Station Parade, with the car on the tracks between Harrogate and Hornbeam Park.
The road is expected to be closed for “some time”, according to police.
All trains are currently delayed and motorists are being advised to avoid York Place and the surrounding area.
A police spokesperson said:
“Thank you for your patience and understanding while emergency services work at the scene.”
A spokesperson for Network Rail said:
"Train services running through Harrogate station may be cancelled, delayed by up to 30 minutes or terminated at Harrogate and restarted from Horsforth.
"All stations between Horsforth and Harrogate will not be served. Disruption is expected for several hours."
